Enfermée dans ses contradictions, la politique agricole ignore le rôle de l'agriculture sur l'environnement

Abstract: [fre] La politique agricole française est faite d'interventions contradictoires : aides à l'agriculture sociale, équilibre du commerce extérieur, recherche de la compétitivité pour un maximum d'exploitations. Elle n'atteindra donc pas, dans un avenir prévisible, son objectif essentiel : l'intégration de l'agriculture à l'économie industrielle, qui, par ailleurs, bute sur des obstacles fondamentaux liés au système de production agricole. . L'espoir en une « parité > de l'activité agricole a fait négliger jusqu'ici les rôles fondamentaux de la paysannerie sur son environnement physique et humain : ces rôles sont de moins en moins assurés. Si, dans l'ensemble, 'l'espoir d'une parité est vain, peut-on envisager des inflexions de la politique agricole qui prennent en compte les « économies externes » ? [eng] Entangled in its own contradictions, will agricultural policy turn toward a new part . French agricultural policy suffers from contradictory trends it develops : grants to social agriculture, external Trade balance and competitiveness for most farms - and will not possibly reach in the years to come its first aim : Agriculture will not get identified with industrial economy. The latter, besides, encounters foundamental difficulties issued from the very system of Agricultural production. . Economic parity, too much regarded and hoped for as most important up to now has minimized the part peasantry should play upon its surrounding, both physical and human. . If parity seems to be vainly hoped for, agriculture might turn to a new policy in which « External economics » should be considered.
