Abstract: [fre] L'auteur examine la situation du problème foncier dans l'espace rural. La terre, autrefois simple outil de production pour l'agriculteur, devient support d'autres activités qui veulent s'implanter en milieu rural. D'où des conflits très vifs concernant l'appropriation, l'usage, la jouissance de la terre. . Certaines interventions publiques en France tentent d'aménager ces conflits. Des expériences très intéressantes, au niveau local, ont tenté d'utiliser ces facultats. Mais la portée de ces expériences reste limitée. . Il est donc nécessaire d'avoir une politique plus énergique dans ce domaine. Mais les échecs des politiques précédentes mettent bien en valeur les contraintes qu'il faut surmonter et imposent une nouvelle forme de stratégie dans laquelle on sache remettre en question l'attitude de chacun vis-à-vis de toute propriété, quelle qu'elle soit. [eng] The right to open country- The writer examines the problem of land tenure in the countryside. Land which used to be merely a production factor for the farmer has become the basis of other activities implanted in the countryside. This gives rise to conflicts over the purchase and use of land. In France the authorities have tried to solve the problem. Interesting experiments on a local level have been undertaken to try to make use of these possibilities, but their influence is limited. Consequently a more advanced policy is needed in this respect. But the failure of previous policies shows up the obstacles which must be overcome and the need for another strategy that would lead to the rethinking of the general attitude towards property of whatever kind.
