Des ruraux et des projets d'aménagement de l'espace rural

Abstract: [eng] Country-dwellers and country planning projects - For the past ten years or so, a deliberate planning policy has been undertaken in France, concerning rural space either directly or in connection with urban centres. All the country-dwellers in the regions to which these plans apply are therefore, in theory, concerned ; but most of them do not in fact consider themselves concerned, or only slightly. . The writers of this paper, basing their argument on surveys carried out during four planning projects in a « department » in the Paris basin, point out the gap between these projects and the opinions and aspirations of the inhabitants. . This leads to a consideration of the way projects are worked out and decisions made. Several types of social groups have different roles to play in the implementation of town and country planning, but it rarely corresponds to a real confrontation of the projects and expectations of all the groups. A dominant influence is apparent, cutting across both urban and rural social circles, and usually opposed to the current rising from a collective desire for development. [fre] Depuis une dizaine d'années, une politique volontariste d'aménagement du territoire est menée en France, impliquant l'espace rural, soit directement, soit en liaison avec les centres urbains. Tous les ruraux des régions intéressées par ces projets sont donc théoriquement concernés, mais la plupart ne se considèrent pas effectivement concernés, ou très peu. . En se basant sur des enquêtes menées au cours de quatre actions d'aménagement dans un département du bassin parisien, les auteurs montrent le décalage existant entre ces projets d'une part, les opinions et les aspirations de la population d'autre part. . Alors, on est amené à s'interroger sur la manière dont s'élaborent les projets et se prennent les décisions. Plusieurs types de groupes sociaux interviennent de diverses manières dans la pratique de l'aménagement, mais celle-ci correspond rarement à une confrontation réelle des projets et attentes de tous ces groupes. Un effet de domination se manifeste, transversal aux milieux sociaux rural et urbain : il s'oppose généralement à l'expression d'un courant ascendant provenant d'une volonté collective de développement.
