Abstract: [fre] La méthodologie présentée concerne une programmation globale du développement au niveau comprensorial, c'est-à- dire à l'échelle de l'unité minimum de programmation. En procédant par étapes successives, la démarche prévue permet à la population d'être associée aux décisions dès la phase d'élaboration du plan, au lieu de se voir soumettre un « plan-fini » difficilement modifiable. [eng] The methodology of comprensorial planning in Emilia-Romagna - The methodology presented concerns global development programming on the comprensorial level, in other words on the scale of the maximum planning unit. By gradual steps this enables the population to take part in the decisions from the time the plan is worked out, instead of being presented with an already complete plan that cannot easily be modified.
