Les agriculteurs français face à l'élargissement de la CEE vers le Sud

Abstract: [fre] Dégagée de bien des illusions qui ont souvent entravé sa construction, malmenée par la crise de l'économie mondiale, l'Europe traverse une phase critique. . Ses régions méditerranéennes peuvent 'légitimement s'inquiéter des perspectives d'un élargissement aux pays voisins du Sud de l'Europe d'autant qu'elles ont moins que d'autres profité de la croissance qui a marqué les vingt premières années d'application du Traité de Rome. . L'élargissement décidé sans précaution ferait courir à notre agriculture et à l'économie de notre pays un risque grave qu'il n'a pas le droit de prendre. Pour la Communauté, une telle opération risquerait d'être fatale. . Exposer nettement ces risques et indiquer les moyens d'éviter qu'ils ne se réalisent : tel est pour le secteur agricole, l'objectif de ce rapport qui a été conçu comme une contribution positive à la solution d'un problème difficile pour notre pays, et capital pour l'ensemble des pays méditerranéens. [eng] French farmers and new southern countries to be admitted to the EEC - Europe, now it has lost many of the illusions that have hindered its development and its suffering from the world economic crisis, is going through a critical period. . Its Mediterranean regions may well be concerned about the prospect of the EEC admitting neighbouring Southern European countries, all the more so that these regions have reaped fewer advantages than others from the growth that has marked the first twenty years of the Rome Treaty. . If the EEC were to admit these countries without due precautions, this would make French farming and the French economy run a grave risk that should not be taken. For the Community such an operation might well be fatal. . The aim of the farming sector in this report — which was conceived as a positive contribution to the solution of a difficult problem for our country and a major problem for all the Mediterranean countries — is to explain these risks clearly and to indicate the means by which they may be avoided.
