L'administration des régimes d'assurance-stabilisation des revenus agricoles au Québec

Abstract: [eng] In 1975, the Quebec government adopted a farm income stabilization programme designed to protect, on an annual basis, part of the net income. Differing from the more traditional approach of price supports in relation to long-term averages, the programme introduces the use of the « cost of production » for calculating compensations to be paid to farmers. Estimation of production costs is one of the important points in the administration of the programme. These costs are established using a model « efficient farming enterprise » in the sector concerned and they are prepared in sustained consultation with representatives of farmers. However, administration of the programme requires considerable supervision in the estimation of yields and of the volume of sales. Because of its flexibility and adaptability, this programme may become a favoured means for directing agricultural development. [fre] En 1975, le Gouvernement du Québec adoptait un programme d'assurance-stabilisation des revenus agricoles ayant pour objet de protéger, sur une base annuelle, une portion de revenu net. Différent de rapproche plus traditionnelle de support des prix en relation avec des moyennes historiques, le programme introduit J'utiilisation du « coût de production » dans le calcul des Indemnisations à verser aux producteurs. L'évaluation des coûts de production constitue un des points importants dans l'administration du programme. Ces coûts sont établis à partir d'un modèle d'exploitation efficace dans le secteur concerné et sont préparés en s 'appuyant sur une consultation soutenue avec la profession agricole. L'administration du programme exige cependant des contrôles importants tant au niveau de l'évaluation des rendements qu'à celui du volume des ventes. En raison de sa flexibilité et de ses capacités d'adaptation, ce programme peut devenir un outil privilégié dans d'orientation du développement agricole.
