Abstract: [eng] The establishment of the CAP results from a slow process towards the realization of an European agricultural community. From 1947 to 1955, this idea gained ground in Western Europe. The history of its developments emphasizes the economic and political obstacles to the constitution of a real agricultural common market. A detailed analysis of the views of the interested governmental organizations and of those of pressure groups provides useful indications. The « Green Pool » project is examined throughly as an original form of European integration. [fre] L'établissement de la PAC est le résultat d'un long travail pour la réalisation d'une communauté agricole européenne. Entre 1947 et 1955, l'idée fait son chemin en Europe occidentale. L'histoire de ces développements fait ressortir les obstacles politiques et économiques à la constitution d'un véritable marché commun agricole. A cet égard, une analyse détaillée des points de vue des organisations gouvernementales et de ceux des groupes de pression, fournit d'utiles indications. En outre le projet de « Pool Vert » est examiné de manière approfondie en tant que formule originale d'intégration européenne.
