Système foncier et politique agricole au Venezuela

Abstract: [fre] Le système foncier au Venezuela est marqué au début du siècle par l'irruption de la rente pétrolière, annulant l'intérêt des secteurs dominants pour l'agriculture. Les exploitations traditionnelles (grandes et petites) sont profondément modifiées. On voit apparaître une exploitation moyenne familiale, sans racines dans l'histoire agraire du pays, qui s'est développée par l'invasion des terres publiques, suivant un processus courant depuis la conquête au Venezuela : occupation illégale suivie d'une régularisation facilitée par le contrôle que les propriétaires fonciers ont longtemps exercé sur la politique gouvernementale. Actuellement la Réforme Agraire est un des éléments de consolidation de cette exploitation moyenne, bien que, selon les déclarations officielles, les bénéficiaires en soient les petits paysans. Le rôle réel de l'appareil d'État est ainsi opposé à son rôle formellement affirmé. [eng] The land property system in Venezuela is determinated by the consequences in the agriculture of the rush of the oil rent at the beginning of the century. This rent canceled the importance of the agriculture for the prevailing sectors. Traditional farms (big and small) are modified very deeply. Appears one modern family farm without roots in the agrarian history of Venezuela. It developed through invasion of the publics lands, according to a current process in Venezuela since the conquest : the illegal ocupation followed by a regula- rization. Actually the agrarian reform is one of the most important elements of the consolidation of the modern average family farm.
