Abstract: [eng] The agricultural entrepreneur is located at the crossroads between market and evolution of techniques. Concerned about market opportunities he should be able to adapt his entreprise through either an individual or a small group process. Therefore, he should know how to collect and select the information necessary to this evolution. He also should know how to get assistants and to delegate. Finally, he should know how to manage, animate and sell. His skills are not only technical. They are those of any decision-marker. . To obtain that, he needs a certain freedom of action which is not easily compatible with the present organization of extension services. He also needs to be financially self-sufficient enough to pay advice and training he deems the more suritable for his evolution. From which the interest of having parafiscal taxes to his disposal the enterprise. More freedom, but more liability too, in order to stress upon training of men, the one alternative to advice as a trick. [fre] L'entrepreneur agricole se situe au carrefour des marchés et de l'évolution des techniques. Soucieux de saisir les opportunités qui se présentent sur le marché, il doit être capable dans une démarche individuelle ou dans le cadre d'un petit groupe, d'adapter son entreprise. . Il doit donc être capable de collecter et de trier les informations nécessaires à cette évolution. Il doit également savoir s'entourer et déléguer. Il doit enfin savoir gérer, animer et vendre. Ses compétences ne sont donc plus uniquement techniques. Elles sont celles de n'importe quel décideur. . Il a besoin pour cela d'une certaine liberté de manœuvre difficilement compatible avec l'organisation actuelle du développement. . Il a également besoin d'une autonomie financière pour payer le conseil et la formation qu'il juge les mieux adaptés à son évolution. D'où l'intérêt d'avoir la possibilité de disposer d'une partie des taxes parafiscales au sein de l'entreprise. Plus de liberté, mais aussi plus de responsabilité pour mettre l'accent sur la formation des hommes, seule alternative au conseil-recette.
