Vingt ans de politique des structures: une aide au financement de l'agriculture ?

Abstract: [fre] La politique des structures a conduit à une fragilisation financière des 400 000 exploitations devant constituer le « socle » de l'agriculture française de l'an 2000. Les agriculteurs concernés n'auront la capacité de transmettre leurs exploitations qu'à la condition de voir l'activité agricole allégée d'une part considérable du poids du foncier. Cet allégement n'est concevable qu'en rendant attractif le loyer qu'un propriétaire peut tirer de sa terre, ce qui n'est pas le cas actuellement, vu les niveaux respectifs des fermages et de l'impôt foncier. . Par ailleurs, on a assisté à une rupture entre politique agricole et politique d'aménagement du territoire. Il serait possible d'en pallier certains inconvénients en incitant les agriculteurs à fournir d'autres services que la production alimentaire. . Mais il n'est facile pour personne d'administrer un million d'exploitations, dont beaucoup sont sans grande perspective d'avenir. Those farmers will only be able to transfer their farms if agriculture can be relieved of a significant part of the land weight. This relief is conceivable only if the rent that a landowner could obtain becomes attractive, which presently is not the case, given the respective levels of rents and land taxes. . In addition, a rupture between agricultural policy and territorial planning has occured. One could cope with some of its drawbacks through incentives for farmers to provide services different from food production. . Angway, the management of one million farms, many of which without great prospects, is easy to nobody.
