Pour une politique raisonnée de capitalisation en agriculture

Abstract: [fre] Rien ne prouve que la politique de concentration des moyens de production et des revenus en agriculture qui inspire depuis vingt ans la politique agricole française et communautaire soit la plus efficace économiquement. Au contraire, une simulation simple, à partir des données par catégories de dimension et par orientation technico- économique de l'Enquête ERDEXA 1982, montre qu'une orientation des moyens de production vers les exploitations agricoles de dimension moyenne permet un arbitrage entre revenus individuels et emploi global qui, au plan macro-économique, en période de chômage, paraît conduire à une utilisation beaucoup plus rationnelle des fonds publics affectés au soutien de l'agriculture. [eng] There is no evidence that the agricultural policy consisting in a concentration of the means of production and of the incomes which has been applied in France and in the European Community over the past twenty years, has been the most effective one. On the contrary, a simple simulation, using the results of the ERDEXA 1982 survey concerning farms of various sizes and with different specializations and economic situations, shows that an orientation of the means of farm production towards medium sized farms would enable us to balance individual incomes and overall employment. From a macro-economic viewpoint, and in a period of unemployment, this seems to lead to a much more rational use of public funds assigned to farm price supports.
