Abstract: [fre] Les plans de développement — dans leurs règles comme dans leur usage — apparaissent peu adaptés aux conditions d'investissement des exploitations françaises bien que les projets soient relativement divers selon l'âge, la formation et la localisation des bénéficiaires. Leur impact est nettement plus faible que chez nos partenaires de la CEE et très variable selon les départements. Les résultats en fin de plan sont rarement satisfaisants, particulièrement pour les zones et pour les exploitations peu ou non modernisées. L'amélioration des conditions de financement s'est alors avérée insuffisante pour rendre l'outil de production performant. Par ailleurs, les règles spécifiques de sélectivité et de rationalisation ont peu joué. In other respects, the specific rules of selectivity and rationalization have little worked.
