Abstract: [eng] The economic evaluation of new agricultural policies must be considered from a social economic point of view and in particular include budgetary aspects. This paper presents a methodology which quantifies budgetary impacts without carrying out a sophisticated modélisation, although a comprehensive representation of the economic phenomena could be obtained. The method is applied to crop farms and compares a production of bioe- thanol from wheat or sugar beet and a set-aside program to the production of wheat exported on the world market. [fre] L'évalutation de l'intérêt économique de nouvelles orientations pour l'agriculture française se doit d'intégrer des impacts macro-économiques, en particulier budgétaires. Cette étude propose une méthodologie pour quantifier ces impacts budgétaires qui ne fait pas appel à un modèle sophistiqué, tout en veillant à une certaine exhaus- tivité au niveau des phénomènes économiques à considérer. Une application est présentée dans le cas des régions de grandes cultures : elle compare l'intérêt d'une production d'éthanol carburant à partir de betterave sucrière ou de blé et la mise en jachère des terres à l'exportation de blé vers les pays-tiers.
