Les associations face à la décentralisation

Abstract: [eng] The weakness of the services in rural areas has already led the population to gather into associations in order to take in charge their needs. Crisis and decentralization have induced investigations of new fields : creation of economic activities, employment, fight against exclusion. The local représentants who now appear as the main deciders find difficulties in establishing clear and efficient relations with the associations. However these associations appear as a fondamental element of the good function of local democracy in rural areas. [fre] Le milieu rural ne bénéficiant que de peu de services, les ruraux ont depuis très longtemps sous forme associative, pris en charge eux-mêmes les besoins de leur milieu. La crise et la décentralisation les ont conduits dans des champs nouveaux : création d'activités économiques, emploi, lutte contre l'exclusion. Les élus, nouveaux maîtres du jeu, ont du mal à établir des relations claires et efficaces avec les associations. Or les associations sont, en milieu rural, un élément fondamental du fonctionnement de la démocratie locale.
