Libéralisation de la politique agricole en Tunisie et la réforme de la PAC

Abstract: [eng] CAP reform and liberalization policy in Tunisia . Although Tunisia has chosen to liberalize its economy, it is not obvious yet to what extent this should be done regarding agriculture. Should it continue to protect its production because of trade barriers existing abroad or should it eliminate trade restrictions anyhow and try to benefit from its comparative advantages. Using a linear programming model integrating risk with respect to farmers behavior, we show that it is not in Tunisia's interest, in the present world situation, to fully liberalize trade for its agricultural products. However, if the main world producers do liberalize their own agriculture, then Tunisia would certainly benefit from doing so too. [fre] Pour la Tunisie, quoique le principe de la libéralisation soit retenu, il y a lieu encore d'arbitrer entre protéger la production agricole intérieure et libéraliser totalement les échanges. A l'aide d'un modèle de programmation linéaire qui intègre la contrainte risque, nous avons pu démontrer que la Tunisie n'a pas intérêt, dans la conjoncture actuelle, à libéraliser totalement sa politique agricole. Par contre, dans le cas d'une libéralisation réelle des échanges au niveau mondial, la Tunisie gagnerait à libéraliser largement son économie agricole.
