Évaluation des concours budgétaires au système productif: aides directes à l'agriculture et à l'économie non agricole

Abstract: [eng] Assessment of budgetary assistances in the productive system: direct subsidies to agriculture and the non-agricultural economy . This work explains the results of a survey which is mainly based on the "National Accounts" and which accords to weigh up, from the first oil crisis, the extent of public funds allocated to the working of the whole economy and specially of agriculture which has become one of the branches which is the most reliant on budgetary funds as it gets the third of the whole funds. It's true that feoga's expenditures in favour of France correspond to the 30% of the funds of the financial assistances issued to production system. . Aids to the agricultural sector have reached such a level that on average, each producer has received for the last campaign, by way of income, the exchange value of two net SMIC, the first one earned by its marketable production and the other one granted through direct payment. [fre] Ce travail expose les résultats d'une investigation s'appuyant principalement sur les Comptes Nationaux et tentant de mesurer depuis le premier choc pétrolier l'ampleur des crédits publics affectés au fonctionnement de l'ensemble de l'économie et tout spécialement de l'agriculture devenue l'une des branches dont le sort est le plus tributaire des fonds budgétaires puisqu'elle en capte le tiers. Il est vrai que les dépenses du feoga en faveur de la France représentent depuis les années quatre-vingt-dix presque 30 % du total des concours perçus par notre appareil productif. Les aides à la profession agricole ont désormais atteint un tel niveau qu'en moyenne chaque producteur de plein exercice a reçu pour la dernière campagne en guise de revenu la contre-valeur de deux smic nets, l'un gagné par sa production marchande, l'autre accordé en paiement direct.
