Contribution de l'agronomie à l'évaluation des opérations locales agri-environnementales

Abstract: [fre] Les politiques agri-environnementales constituent l'une des réponses institutionnelles à la résolution des problèmes d'environnement impliquant des activités agricoles. Dans ce cadre, l'évaluation des opérations locales, qui ont un caractère territorial marqué, conduit les agronomes à s'intéresser à l'organisation spatiale des activités agricoles. Cet article présente les différents aspects de l'évaluation à propos desquels une analyse agronomique est pertinente : analyse de la cohérence des mesures au niveau de la délimitation du périmètre d'action et du contenu des cahiers des charges s'appliquant aux systèmes de culture (qu'il s'agisse de cultures annuelles ou de prairies), analyse des conséquences de la contractualisation et de Padaptabilité des exploitations à des changements techniques. L'exemple de l'évaluation des mesures agri-environnementales en Marais de l'Ouest, qui concerne la protection des biotopes par le maintien des surfaces en herbe et la préconisation de pratiques de gestion extensives, illustre l'usage qui peut en être fait. [eng] The contribution of agronomy to the assessment of local agri-environmental operations in France . Agri-environmental policies have been designed by national and EU authorities to deal with environmental problems involving farming activities. In evaluating Local Agri-Environmental Operations, French agronomists have needed to take into account the spatial distribution of farming activities across the territory concerned by the Operation. Agronomic analyses focus on the following aspects of the Operation : coherence of the measures regarding the delimitation of the area concerned and the content of the list of obligations applying to the cropping systems (annual crops and grasslands); consequences of contracting and of farm adaptability to technical change. We illustrate the potential of these agronomic analyses with an evaluation of agri-environmental measures applied in the wetlands of western France for biotope protection through maintenance of grasslands and advocacy of extensive management practices.
