Abstract: [eng] The new french farm bill of July 1999 aims to improve the multifonctionnality of agriculture and put forward for this purpose a new purview called the «Farming Territorial Contract» (ftc). The comparison between the objectives announced in the bill, the effective implementation and the noted results of FTC leads to put any basic questions about the trends of french and european agricultural policies. [fre] La nouvelle loi agricole française de juillet 1999 vise à promouvoir la «multifonctionnalité» par la mise en place d'un dispositif nouveau: le contrat territorial d'exploitation (cte). La confrontation des objectifs avancés dans la loi aux modalités effectives de mise en œuvre des cte et aux résultats observés conduit à soulever quelques questions de fond concernant les orientations de la politique agricole en France et dans l'Union européenne.
