[fre] La politique des structures agricoles relève en Allemagne d'une configuration institutionnelle associant État fédéral, Lander et Union européenne. Cette configuration est qualifiée de double interdépendance politique et critiquée par la théorie selon laquelle l'expression de politiques adaptées n'est pas formulée, minimisant les conflits et favorisant le statu quo ante. Cet article, par une analyse empirique de l'évolution de la politique des structures agricoles et la politique agri-environnemen- tale en RFA, aboutit à des résultats plus nuancés que ceux de la théorie. [eng] In Germany, agricultural structure policies are formulated within an institutional framework associating the National State, the federated States (the Landers) and the European Union. This institutional framework is conceived as a double interlocked federalism; it is criticised by a theory which considers it prevents the development of accurate policies as it has a strong tendency to lower conflicts and to favor status quo ante. This article, based on an empirical analysis of the agricultural structure and the agri-environmental policies in Germany, gives results which moderate the predictions of the theory.
