Abstract: [fre] Le taux d'actualisation associé au VIIe Plan français (1976-1980) a été fixé à 10% à prix constants au terme des travaux d'un groupe de travail dont le rapport établit une « doctrine » de l'estimation et de l'utilisation de ce taux. L'objet de cet article est d'examiner l'option retenue dans la méthode d'éva­luation du taux d'actualisation du Plan par rapport aux fondements théoriques de celle-ci et de montrer que la « doctrine » revêt deux aspects. L'un correspond à une approche d'optimisation globale dans la recherche d'un .taux national de rentabilité du capital. L'autre correspond à une intervention tutélaire de l'Etat dans l'arbitrage entre le présent et le futur. [eng] On the social rate of discount. . The Seventh French Plan (1976~1980) social rate of discount has been set at a 10 % level by a group of experts whose final report proposes a " doctrine " for its method of estimation and of utilisation. The purpose of this paper is to show that the " doctrine " is twofold. On the one hand it is based on the estimation of the social rate of return on capital according to a first best approach. On the second hand, it lies on the substitution of the State for the individuals in the appraisal of thé optimal allocation of resources over time.
