Abstract: [eng] The determinants for protection : the French case . Patrick Messerlin. Using the new approach of the « political economy of protectionism », this paper tried to give an answer to two questions. First which are the mont significative determinants for tariffs and NTB.s protection in France ? The tests suggest, as expected, an important role for market penetration, and also an ambigiious role for concentration linked with a behavior of firm.s and workers trying to optimize level and kinds of protectionist tools. Second how can it be explained thé fact that protectionist attitudes and policies,come back after long periods of successful free-trade ? 'Starting from the simple idea according to which protection is only a matter of relative prices, this new protectionism appears to be a special case of the prisoner's dilemma case. [fre] Dans le courant de la littérature existante en matière d'économie politique du protectionnisme, cet article s'efforce de répondre à deux questions. En premier lieu, quels sont les déterminants les plus significatifs de la demande de droits de douane et de barrières non tarifaires en France ? Les tests effectués semblent confirmer la sensibilité à la pénétration du marché intérieur en même temps qu'ils suggèrent un rôle ambigu de la concentration industrielle, et un comportement des firmes et des travailleurs cherchant à optimiser niveau et catégories de protection. En second lieu, comment expliquer la résurgence, après de longues périodes de libre échange, de phases protectionnistes dont l'histoire nous fournit l'exemple ? En partant de l'idée simple selon laquelle la protection n'est qu'une manipulation des prix relatifs, une telle résurgence apparaît assimilable à un cas du jeu du dilemme du prisonnier.
