Abstract: [eng] Economic objectives and management criteria . Of the manufacturing puhlic sector. Christian Stoffaës. The enlargernent of the public sector, wich France has realized in 1981-1982 mainly concerns basic industries, often struck by a financial crisis ; high technology capital goods industries ; and that part of the banking sector, which had remained private. The normative micro-economic theory of the enterprises operating in manufacturing industry is rnuch less elaborated, than that of the public services involving a technical rnonopoly. Three objectives can be assigned, a posteriori, to these nationalisations : anti-trust, i.e. control of rnonopolistic positions, especially vis-à-vis public procurement ; anti-conflicts, i.e. extension of industrial democracy ; anti-crisis, i.e. resumption of productive investment, implementation of industrial restructurations and technological development. Management criteria for the public enterprises are based. upon autonomy and profitability. Within the framework of a long term strategy including the previous objectives. [fre] L'extension du secteur public réalisée en France en 1981-1982 concerne principalement des industries de hase, souvent en crise ; des industries d'équipement de haute technologie ; et le secteur bancaire qui était demeuré privé. La théorie micro-économique des entreprises publiques industrielles est beaucoup plus incertaine que celle des services publics à caractère de monopole technique. On peut, a posteriori, assigner un triple objectit à ces nationalisations : anti-trust, par le contrôle des positions dominantes, particulièrement dans les marchés publics ; anti-conflits, par l'extension de la démocratie industrielle ; anti-crise, par la reprise de l'investissement, la conduite des restructurations et le développement technologique. Les critères de gestion reposent sur les principes d'autonomie et de profitabilité dans le cadre d'une stratégie à long terme conforme aux objectifs définis ci-dessus.
