La surqualité: le spectacle subventionné malade de la bureaucratie ?

Abstract: [eng] The subsidized performing arts : overquality, a bureaucratie disease ?. Xavier Dupuis. Culture is a new topic for the economiste and, today, it would seem more essential than ever to possess a means of assessing the public subsidies efficiency. Starting from the economic analysis of bureaucracy, this article proposes an explanation of the management of the subsidized Performing Arts.. What are the strategies of the managers ? The overquality is undoubtly the strategy that is adopted by the prestigious institutions. But where is it possible to go ? The overquality implies many negative consequences : overcosts, reduction of the production, segmentation of the artistic labour market... The danger is an economic and artistic suicide unless the State redefinies his cultural policy. [fre] La culture représente un nouveau champ d'étude pour les économistes et, aujour­d'hui, il apparaît d'autant plus nécessaire de savoir apprécier l'efficacité des subventions publiques. Se fondant sur l'analyse économique de la bureaucratie, cet article propose une explication de la gestion du spectacle subventionné. Quelles sont les stratégies des gestionnaires ? La surqualité est sans nul doute la stratégie qui est adoptée par les institutions de prestige. Mais jusqu'où est-il possible d'aller ? La surqualité infère de nombreuses conséquences négatives : surcoûts, réduction de la production, segmentation du marché du travail artistique. Le danger est un suicide économique et artistique à moins que l'Etat ne redéfinisse sa politique culturelle.
