Abstract: [fre] Développement des réseaux et modulations spatio-temporelles des tarifs : l'équité territoriale revisitée. . Par rapport aux principes de transparence tarifaire, l'expérience des services publics fait apparaître une large asymétrie des pratiques : modulations croissantes en fonction des courbes de charge temporelles, péréquations spatiales massives pour des raisons d'aménagement de territoire. A partir d'une analyse du régime d'électrification rurale en France, nous proposons une réflexion sur les liens entre systèmes institutionnels et régulation économique des systèmes techniques. Devant les risques d'une contradiction croissante entre impératifs d'efficacité et impératifs d'équité, entre solidarité spatiale et innovation technique, une mutation du concept de service public s'avère nécessaire pour permettre une appréhension plus fine de la diversité territoriale des besoins. [eng] Development of electrical grids and spatiotemporal modulations of tariffs : territorial equity revisited. . The practices of public service companies are extremely assymetric with regard to the principle of tariff transparency : increasing modulation in function of the time load curve, massive spatial evening out for reasons of balanced regional development. From the analysis of the case of rural electrification in France, we propose some reflections on the links between institutional Systems and the economic regulation of technical Systems. Given the rising risks of contradiction between the imperatives of efficacy and equity, between spatial solidarity and technological innovation, we propose an evolution of the concept of public service towards a finer apprehension of the territorial diversity of demand.
