Abstract: [fre] Planification stratégique. Quelques réflexions pour une transposition à la planification nationale. . Cet article rassemble un ensemble de réflexions sur la transposition de certaines méthodes de planification stratégique élaborées d'abord pour l'entreprise puis pour les collectivités locales américaines. Cette transposition s'appuie sur deux constats : l'un concret sur la mutation du contexte décisionnel français due à la redistribution des tâches entre l'Europe, l'État et les collectivités territoriales et à une plus grande place réservée au marché ; l'autre, théorique, met l'accent sur l'apport de la théorie économique contemporaine, notamment celles de l'informa­tion, de la coordination et des incitations. Ainsi sont replacées dans ce contexte les quatre phases de la planification stratégique : diagnostic, choix stratégiques, mise en œuvre, évaluation. [eng] Strategical planning : translation form enterprise to Nation. . The article gathers thoughts on translation to nation of rules and methods of strategical planning elaborated for enterprise. Two facts ground the method of this study : the one, concrete is the changing of the french context of decision due to the European union, the decentralization en the reinforced role of the market ; the other, theoritical emphazises the role of new theories for explaining coordination problems. In such a context can be replaced the four phases of strategical planning : Diagnostic, strategy elaborations, implementation, evaluation.
