Abstract: [fre] Planification nationale planification régionale. . Le dispositif du XIe Plan a permis de mener simultanément la préparation du plan régional et des plans régionaux, de formaliser la stratégie de l'État en région et d'ouvrir la négociation des contrats de Plan État-région. L'article décrit les compétences, les règles du jeu et les procédures en vigueur lors de la préparation du XIe plan et les conditions d'un fonctionnement satisfaisant permettant d'améliorer le bien-être de la collectivité. The XIth plan framework allowed to deal simultaneously with the preparation of national plan and regional plans, to formalize the Regional State Strategy, and opens the negociations on Plan's Contracts between the State and the Regions. The article describes the competences, the rules and the procedures used during the XI plan's preparation and emphasizes on the conditions for a satisfying functionning which would improve the welfare of the society.
