Abstract: [eng] The purpose of this paper is first an overview of the problems which emerge with the liberalization of telecommunications. Then, we focuse on the liberalization of infrastructures, and more precisely on the reciprocal access pricing problem. In a simple model, we show that cooperation between operators may induce nega­tive access charges and increase welfare compared to competition. [fre] Cet article présente un panorama des problèmes liés à l'ouverture à la concur­rence des réseaux de télécommunications. La libéralisation des infrastructures fait apparaître notamment la problématique de l'accès mutuel. Dans le cadre d'un modèle simple avec externalités de réseaux, nous montrons que la coopération entre les opérateurs peut aboutir à des charges d'accès négatives et qu'elle amé­liore le bien-être.
