Abstract: [eng] This paper studies the role of public capital, of trade protection, and of the availability of skilled labour as explanatory factors of total factor productivity in the manufacturing industry of Senegal. Special emphasis is given to external econo­mies as a factor of productivity improvement, as well as to the potential role of public investment in infrastructure in encouraging the emergence of such externa­lities. The weakness of public investment in infrastructure and the high level of trade protection account for a large part of the declining trend in total factor pro­ductivity. Falling productivity appears in turn to have contributed to the overvalua­tion of the real exchange rate of Senegal before 1994. [fre] On examine le rôle de l'investissement public, de la protection commerciale et de la qualification de la main-d'œuvre comme facteurs explicatifs de la producti­vité globale des facteurs dans l'industrie sénégalaise. Une attention particulière est portée sur les économies externes comme source de gains de productivité et sur le rôle de l'investissement public comme facteur pouvant favoriser leur émergence. La dégradation de la productivité semble avoir contribué à la surévaluation du taux de change réel du Sénégal avant 1994.
