Chômage et inégalités: quel coupable ?

Abstract: [fre] L'article présente un modèle dynamique d'équilibre général avec chômage, pour le commerce entre deux zones avec deux biens et deux facteurs de production qui sont deux types de travail. Chômage et inégalités croissent avec l'ouverture des économies et le progrès technique. Cette tendance peut cependant être contrecarrée par une politique de formation. Par ailleurs, le progrès peut être une conséquence de l'ouverture. Vitesse d'ouverture et intensité de la formation apparaissent alors comme des facteurs clés d'une évolution dont les déterminants réels ne sont pas nécessairement les déterminants apparents. [eng] The paper presents a dynamical model of general equilibrium with unemployment, for trade between two zones with two goods and two factors which are two types of labour. Unemployment and inequalities increase with opening of the economies and with technical progress. This increase can however be offset by training policies. On the other hand technical progress can be a consequence of opening. The speed of opening and the intensity of training then appear to be key factors of an evolution the actual determinants of which are not necessarily the apparent ones.
