[fre] L'efficacité de la formation délivrée aux chômeurs : l'État et la solvabilisation de la formation. . La formation délivrée aux chômeurs est conceptualisée en distinguant trois modes possibles de régulation des actions de formation : le mode A (Offre administrée simple), le mode B (Offre administrée avec Bonus) et le mode M (Offre pilotée par le Marché).. Cette analyse est susceptible d'éclairer certains constats empiriques, tels que le rendement faible, voire négatif, de la formation dédiée aux chômeurs. Cette situation est expliquée par la sur-solvabilisation de la formation par l'État. Il apparaît aussi que la demande de stage n'est pas nécessairement conforme au concept d'« investissement-formation ». [eng] The effectiveness of the government training schemes: the training funding by state. . The training « market » for the unemployed is analyzed through three models : the Administered Supply Model (ASM), the ASM with incentives related to the number of participants who have obtained job on leaving the training scheme and the « Supply induced by market » model.. This approach offers some explanations of empirical findings, such as, for instance, the comparatively low (even negative) return of the training schemes targeted at unemployed. The paper highlights the funding government policy which often leads to a state where training places exceed the job opportunities. The identification of training demand as investment in human capital is also questioned.
