Abstract: [eng] The weight of Germany and the British start. . Germany stays, after its defeat of 1918, the first european industrial power and the annexations of 1938 and 1939 reinforce its predominance. But, in 1939, most of the relative decline of british economy has not yet occurred and Great Britain believes to be strong enough to face the ambitions of Hitler in Europe. Having overcome the Crisis of the thirties, both countries have an industrial potential answering the requirements of modern war. Germany has an advantage on the field of the production capacity and the precocity of rearming, England on the field of supply, what is essential in a long war. But neither Great Britain nor Germany can overcome, because Great Britain has put off organizing land forces and Germany has put off developing its fleet. Both have not yet realized that they are now middle size powers, in comparison with United States and USSR. [fre] L'Allemagne est restée, après sa défaite de 1918, la première puissance industrielle européenne et les annexions de 1938 et de 1939 ont renforcé cette prédominance. Mais, en 1939, l'essentiel du déclin relatif de la Grande-Bretagne n'a pas encore eu lieu et celle-ci se sent encore assez forte pour tenter de contrer les ambitions hitlériennes en Europe. Ayant surmonté la crise des années trente, les deux pays ont un potentiel industriel apte à répondre aux exigences d'une guerre moderne. L'Allemagne a un avantage sur le plan des capacités de production et de l'antériorité du réarmement, l'Angleterre détient des atouts sur le plan des approvisionnements, essentiels dans la perspective d'une guerre longue. Mais aucun des deux pays ne peut l'emporter sur l'autre, car la Grande-Bretagne a différé la constitution d'une armée de terre capable de peser sur le théâtre européen et l'Allemagne a remis à plus tard le développement de sa marine. Ni l'une ni l'autre ne se sont encore aperçues qu'elles ne sont plus que des puissances moyennes, en comparaison des États-Unis et de l'URSS.
