Abstract: [eng] Transnational financial relations putting at bay state sovereignty have highly developed since World War two. The article analyses banks behaviour, and the rise of risks, and deals with a possible come-back to the state as the lender of last resort. [fre] Les relations financières transnationales qui échappent à la souveraineté étatique se sont fortement développées depuis la Seconde Guerre mondiale. L'article analyse le comportement des banques, l'accroissement des risques, et traite du retour éventuel à une garantie en dernier ressort des États.
