Abstract: [eng] This article, after summing up some- essential characteristics of the French system of social security, analyses the main ideas proposed by the «Comité des Sages ». In particular, it analyses the extent and the economic basis of these propositions concerning refunding. It tries to analyse the link between « social finance » and the compulsary contributions and how to reconcile economic optimum with the specificity of the French system. It underlines the ambiguities of certain choices and explores, in the field of health, paths which diverge from the present system. [fre] L'article, après avoir rappelé quelques caractéristiques essentielles du système français de sécurité sociale, analyse les principales recommandations formulées par le « comité des Sages ». Il examine particulièrement la portée et les fondements économiques des propositions faites en matière de financement. Il tend à analyser l'articulation entre « finances sociales » et prélèvements obligatoires et montre la difficulté de concilier l'optimum économique et l'originalité du mode de gestion du système social. Il souligne enfin l'ambiguïté de certains choix et explore, en matière de santé, des voies s'écartant davantage du système existant.
