Faut-il avoir peur du G.A.T.T.?

Abstract: [fre] Ayant analysé la portée du G. A. T. T. depuis ses origines, cet article pose le problème d'une nouvelle extension organisée du libre-échange. Peut-elle réellement être entreprise seule, sans une initiative simultanée de relance ? Il propose alors un «plaidoyer pour une initiative occidentale de relance structurelle» afin de tenter de dépasser le débat entre autarcie agressive ou libre-échange mondial. Quelques lignes directrices sont définies en ce sens. [eng] Having analyzed the full implication of the G.A.T.T. since its beginning, this paper asks the question of a new organized extension of the free-trade. Can it really take place without any attempt of economic revival? One proposes to plead the cause of an « occidental initiative of structural economic revival» to pass beyond the debate between aggressive autarky and world free-trade. Some insights are suggested in this way.
