Corruption et démocratie: menaces pour le développement, possibilités de réforme

Abstract: [eng] Michael JOHNSTON — Corruption and democracy : threats to development, opportunities for reform. Democratization, economic development and corruption are intertwined. In some countries affluence, democracy and moderate to low levels of corruption reinforce each other ; elsewhere, poverty, undemocratic politics and high levels of corruption form another, much more diverse, category of cases. Serious corruption threatens democracy, both directly and indirectly. In the former instance, it weakens political institutions and mass participation ; in the latter, it delays and distorts the economic development needed to sustain democracy. While democratic politics, by itself, is not a particularly promising strategy for economic growth, it can help bring corruption under control if political competition is well institutionalised and decisive. To be most effective as an anti-corruption strategy, démocratisation must be integrated with sound economic development and institutional anti-corruption methods. [fre] La démocratisation, le développement économique et la corruption sont étroitement liés. Dans certains pays, richesses, démocratie et niveaux de corruption faibles ou modérés se renforcent mutuellement ; ailleurs, pauvreté, institutions politiques non démocratiques et niveaux élevés de corruption composent une riche mosaïque de cas. À partir d'analyses économétriques, cet article propose une étude des liens, directs et indirects, entre corruption et démocratie, puis évalue les conditions d'une limitation de la corruption par la concurrence politique... Pour être efficace en tant que stratégie anticorruption, la démocratisation doit être intégrée à un développement économique solide et à des méthodes anticorruption institutionnelles.
