Le temps partiel dans la perspective des 35 heures

Abstract: [eng] With shorter working week of 35 hours in France, part-time job will not remain the main factor of the reduction and arrangement of working time, as it used to be since 1982. This radical change justify to take stock of the effects of part-time job on working time, working conditions, income inequalities and the level of employment. This is the aim of the paper.. We show that the development of part-time job, especially in the 90's, has increased the disparities in both remuneration and working conditions. But it has also improved the employment level. This contrasted results will be questioned by the decentralised negotiations about shorter working hours. The future development of part-time job will depend of how these negotiations will end.. JEL Codes : J21, J23, J28 [fre] Avec le passage aux 35 heures, le travail à temps partiel va perdre le statut de vecteur quasi-exclusif de réduction et d'aménagement du temps de travail qu'il a eu de fait depuis 1982 en France. Cette rupture justifie de dresser un bilan des effets du temps partiel sur la durée du travail, les conditions de travail, le niveau de l'emploi et les disparités de revenus. En explorant ces dimensions, on montre que la diffusion du travail à temps partiel, particulièrement dans les années 1990, a été un puissant facteur d'amplification des disparités, tant du point de vue des rémunérations que des conditions de travail. Mais elle n'en a pas moins produit des effets très positifs sur les effectifs occupés. Ce bilan contrasté sera remis en question par les négociations décentralisées sur les 35 heures où se joue véritablement l'avenir du travail à temps partiel en France.
