PUBLIC FINANCIAL EVALUATION OF THE 2007-2013 EUROPEAN SOCIAL FUND PROGRAMMES IN ROMANIA

Abstract: The European Social Fund allows the European Union Member States to address the key European priorities through the European funding. In the period 2007-2013, the ESF-funded programs aimed to reduce disparities in the living standards and prosperity in the EU regions and the Member States and, therefore, to promote economic and social cohesion. Achieving these objectives depends on the correct management of the ESF-funded programs and on obtaining the highest absorption rates. Romania faced difficulties in implementing the programs financed from the ESF in the period 2007-2013, and therefore this paper performs a financial evaluation of the Sectorial Operational Program Human Resources Development.
