Abstract:
[paper in French] In July 2008, the Peste des Petits Ruminants (Ovine rinderpest), a violent and destructive disease appeared for the first time in Morocco. The onset of the disease raised the interest of various stakeholders such as farmers, decision makers, foreign governments and international organizations. The framing of this public issue by these people strongly influenced the response provided by the veterinary services. Based on a qualitative research conducted in Morocco between 2011 and 2012, this paper analyzes the construction of the public issue and then examines how the international recommendations proposed by OIE and FAO were transferred. This paper highlights the various elements that facilitated the transfer of the solution. It also shows that the PPR has been a challenge faced by the veterinary services that turned into an opportunity. Before the crisis, the Moroccan government launched reforms aimed at opening up and privatizing agriculture and veterinary medicine. The “sound management” of the PPR crisis will thus legitimize and reinforce those public policy choices.
