Industrielle Einfacharbeit: Kern eines sektoralen Produktions- und Arbeitssystems (Sectoral Systems of Production and Work – The Case of Low-skilled Industrial Work)

Abstract: Empirischer Ausgangspunkt des Beitrages ist ein Beschaeftigungssegment, das als „industrielle Einfacharbeit“ bezeichnet wird. Die im Folgenden praesentierten Befunde zeigen, dass dieser Bereich von Erwerbsarbeit entgegen anderslautenden Diagnosen sowohl in quantitativer als auch qualitativer Hinsicht (weiterhin) eine bemerkenswerte Relevanz aufweist. Diese Relevanz, so die These, ist auf die Existenz eines spezifischen sektoralen Produktions- und Arbeitssystems zurueckzufuehren, das sich neben dem strukturpraegenden Modell diversifizierter Qualitaetsproduktion in der deutschen Industrie konstituiert hat. Mit der Kategorie des sektoralen Produktions- und Arbeitssystems wird ein ueberbetrieblicher sozio-oekonomischer Raum bezeichnet, der ein Aggregat strukturaehnlicher Betriebe aus verschiedenen Branchen mit einem typischerweise vorherrschenden betrieblichen Strategiemuster umfasst. Auf dieser Basis wird ein sektorales System flexibler Standardproduktion identifiziert, bei dem Einfacharbeit ein zentrales Moment des spezifischen Strategiemusters darstellt. Der Beitrag legt folglich eine kritische Auseinandersetzung mit institutionalistischen Perspektiven dominanter Markt- und Produktionsmodelle nahe. Methodisch basiert er auf einer Sekundaeranalyse von Datensaetzen aus der Arbeitsmarkt- und Sozialforschung sowie einer groesseren Zahl von Expertengespraechen und Betriebserhebungen. (The empirical starting point of this contribution is an employment segment that is referred to as “low-skilled industrial work”. Conceptually, this contribution relates to the recent discussion in the field of comparative political economy emphasizing the diversity within varieties of capitalism. It focuses on the German production model which has been regarded as a system dominated by a highly innovative and skill-based system. By comparison, it is argued that low-skilled industrial work is a central element of a sectoral system of production and work which represents a hitherto overlooked specific “subsystem” of the German national production system. The methodological basis of this contribution is a secondary analysis of data from labour market and social research as well as findings from company case studies.)
