The Mezzogiorno Economy After the End of the Special Development Policy

Abstract: The paper explores the new situation in the South of Italy (the so-called Mezzogiorno) after the April 1993 abolition of the special public institutions created in the fifties for the development of that area. Initially, the Mezzogiorno economy suffered a dramatic deflationary impact due to the decline in public expenditure on infrastructures and incentives to enterprises. In the last five years some positive signs have appeared, including growth of small-sized firms, increase in exports, and labour mobility. The new policy must aim at favouring local development, fostering trust and co-operation among economic agents, enhancing the efficiency of local government and encouraging the creation of new competitive enterprises.
