Preferences Formation and the Responsibilities of Economic Communication

Abstract: Taking as starting point the warnings by the Commission on the Measurement of Economic Performance and Social Progress (2009) on the influence that what we measure exerts on policy design, the paper focuses on the support, deemed arbitrary, that fiscal residua have given and still give to the demand in favour of a more locally based definition of citizenship that has been growing in Italy. As argued by Staderini e Vadalà (2009), fiscal residua are the result of different streams of redistribution. Conflating these streams into a single indicator of territorial redistribution, they hide the weight of inter-personal redistribution.
