Abstract: Information and communication technologies (ICT) play an important role by contributing to rapid technological progress and productivity growth. The ICT sector represents 4.8% of the European economy. It generates 25% of total business expenditure in Research and Development (R&D), and investments in ICT account for 50% of all European productivity growth. It is therefore obvious that ICT lies at the heart of research and innovation globally. The European Union considers that ICT have a catalytic impact in three key areas: productivity and innovation, by facilitating creativity and management; modernisation of public services, such as health, education and transport; and advances in science and technology, by supporting cooperation and access to information.
