La solidaridad interterritorial y la financiación autonómica

Abstract: RESUMEN La Solidaridad interterritorial se configura como uno de los principios constitucionales informadores del Estado autonómico español, siendo, en su manifestación, una exigencia integradora de las relaciones entre Estado y Comunidades Autónomas y de éstas entre sí. Este principio adquiere su mayor dimensión en el plano económico-territorial, donde se constituye como una garantía para el equilibrio, adecuado y justo, entre los diversos espacios políticos del territorio español. Por ello, este estudio sobre la financiación autonómica se realiza sobre la base de su adecuación a las exigencias constitucionales demandas por la solidaridad interterritorial. Se analizan los diferentes sistemas de financiación autonómica y sus instrumentos de solidaridad , en especial el actual sistema diseñado por la Consejo de Política Fiscal y Financiera por Acuerdo de 27 de julio de 2001. ABSTRACT Interterritorial solidarity has become one of the constitutive constitutional principles of the Spanish autonomic State and has turned, in its manifestation, into an integrating requirement for both the relations between the State and the Autonomous Communities and the relations of these last ones with one another. This principle acquires an even greater dimension at the economic-territorial level. At that level, it becomes a guarantee for the adequate and just balance of the different political spaces of the Spanish territory. Because of that, this study about autonomic financing is done on the basis of its adequacy to the constitutional demands required by the interterritorial solidarity. The different systems of autonomic financing and their instruments for solidarity are analysed, in particular the present system designed by the Council of Fiscal and Financial Policy in its Resolution of 27 July 2001.
