Las disparidades económicas regionales en España: Las infraestructuras como factor de convergencia en el periodo 1980-2000

Abstract: RESUMEN Uno de los temas más controvertidos dentro de la teoría económica es el papel productivo que las infraestructuras públicas han ejercido sobre el desarrollo regional, y, por ende, en la determinación de las disparidades económicas territoriales. Aunque los resultados obtenidos al respecto difieren, pues dependen en gran medida de los datos y la metodología utilizada, la conclusión común es que parece existir un efecto positivo de las infraestructuras públicas en el desarrollo económico. Por ello, los objetivos propuestos en el trabajo presentado han sido los siguientes: en primer lugar, analizar el proceso de convergencia experimentado por el Valor Añadido Bruto per cápita en el periodo 1980-2000, así como los factores determinantes de dicho proceso; en segundo lugar, estudiar el papel desempeñado por las infraestructuras en la dinámica de las disparidades económicas regionales; y en tercer lugar, valorar los criterios seguidos por las administraciones públicas (AA.PP.) en el reparto regional de los fondos destinados a inversiones en capital público. ABSTRACT One of the most controverted subjects within the economic theory is the productive paper that the public infrastructures have exerted on the regional development, and, therefore, in the determination of territorial economic disparities. Although the obtained results on the matter differ, because they depend, to a great extent, on the data and the methodology used, the common conclusion is that there seems to exist a positive effect of public infrastructures in the economic development. For that reason, the objectives proposed in the present paper have been the following ones: in the first place, to analyze the process of convergence experienced by the Value Added Gross per capita in the period 1980-2000, as well as the determining factors of this process; secondly, to study the role played by the infrastructures in the dynamics of the regional economic disparities; and thirdly, to value the criteria followed by the public administrations in the regional distribution of the founds destinated to investment in public capital.
