Análisis estratégico del sector hídrico en Andalucía

Abstract:
RESUMEN: En este trabajo se analiza, mediante el análisis estratégico, el estado del sector hídrico en Andalucía. Los resultados nos indican que la mayoría de los factores que afectan al sector son internos al sistema y, por tanto, la Comunidad tiene el potencial, y la responsabilidad, de gestionarlos. El sistema tiene fortalezas significativas (alta productividad, capital de conocimiento y concienciación social), que, aplicadas de manera eficaz deben permitir superar las debilidades. Sin embargo, es necesario (y urgente) mejorar la gobernanza del sistema, de manera que los instrumentos existentes puedan desarrollarse y aplicarse de manera efectiva y hacer frente a nuevos retos como el cambio climático. ABSTRACT: This work uses strategic analysis to describe the state of the water sector in Andalucia (Spain). Our results show that most of the factors affecting the sector are internal to the management system. This implies that the regional authorities have the potential and, therefore, the responsibility, to manage them. The system has important strengths (high productivity, legal and management tools, knowledge capital and social awareness) that, if applied in an effective manner, should enable weaknesses to be overcome. However, it is necessary (and urgent) to improve governance, so that the available tools can be effectively developed and applied to new challenges, such as climate change.
