Combattre le chômage keynésien tout autant que le chômage structurel et l’endettement public

Abstract: Pierre Fortin agreed on the importance of structural unemployment and the need to combat it. He stressed however, that the increase in unemployment by 5 percentage points since the beginning of the 1981 recession was entirely due to an abrupt decrease in global demand having no structural component. Consequently, the double objective of controlling the public debt and reducing Keynesian unemployment can only be attained if budgetary rigour is accompanied by monetary expansion. He therefore proposed, that the Canadian dollar be set at a value of 65 cents U.S. to give Canadian industry the same competitive position that it had in 1979. Pierre Fortin convient de l’importance du chômage structurel et de la nécessité de le combattre. Il souligne, par contre, que le gonflement de 5 unités de pourcentage du taux de chômage canadien depuis le début de la récession de 1981 n’a d’autre source qu’une chute abrupte de la demande globale n’ayant rien de structurel. Par conséquent, le double objectif du contrôle nécessaire de l’endettement public et de la réduction du chômage keynésien ne peut, selon lui, être atteint que si la rigueur budgétaire s’accompagne d’une expansion monétaire. Il propose ainsi un dollar canadien à 65 ¢ (É.-U.), valeur qui redonnerait à l’industrie canadienne la même position concurrentielle qu’en 1979.
