Linkages and Leakages: A Sectoral Tracking in Bangladesh Economy

Abstract: To overcome the problems of market imperfections, shortage of entrepreneurial talents and investment opportunities, and difficulties in finding a key to industrialization in greater interaction among domestically oriented sectors from the current comparative advantage in primary commodities despite buoyant accumulation of capital, Hirschman (1958), in his model of unbalanced growth, advocated the promotion of 'key sectors', defined on the basis of potential linkage. But the real growth spur created by sectoral expansion will be, not the potential linkage itself, but the potential linkage net of leakage through imports. In the context of decades-old regime of liberalized trade of Bangladesh economy, under which both of export and import are virtually unrestricted, it will be important to scrutinize the extent of realised linkage and leakage to make any policy recommendation.
