District-based Measurement of Human Poverty in Bangladesh

Abstract: The concept of human development is much wider and richer than what can be caught in any index or set of indicators. Yet such indexes are useful in focusing attention and simplifying the problem. They have considerable political appeal, stronger impact on mind, draw more powerfully public attention than a long list of many indicators combined with a qualitative discussion (Streeten 1993, p. 69). According to Streeten (1993), such indexes actually refocus our attention from one set of item to others and can serve as mental finger exercises. But the strongest argument in their favour is that they show up inadequacies of other indexes such as GNP or HDI and thereby contribute to an intellectual means that helps us to avoid analytical cramps
