Social and Fiscal Dumping in the European Monetary Union

Abstract: The increasing European integration, especially following the introduction of the single currency, can have an impact on competition among fiscal jurisdictions, as evidenced by the two problems of social and fiscal dumping. The purpose of this paper is to critically analyse and assess both the actual extent of these two problems and the solutions proposed by the EU, aimed at some forms of supra-national co-ordination of social and fiscal policies. Given the centralisation of monetary policy, these co-ordination measures have to be considered with particular caution, risking to impose excessive rigidities on the European system.
