Abstract:
The pivotal issues discussed in the paper concern the effects of protectionism and new protectionism as regards notional welfare (where optimal income distribution Is taken into account) and effective welfare (where actual distribution is considered). It is argued — and demonstrated graphically — that whereas protectionist intervention may lead to substantial improvements in effective and notional welfare, especially in ‘large’ countries, new protectionist policies may be of severe hindrance to economic development. Given today ‘s relatively high opportunity costs for production factors, new protectionist pressures are of far greater importance, and frequently feed back into the more general social demand for protection.
